Controller Tilt

Hi, I was playing a game with many tilt movements like 'push down/left' icons.

Then suddenly I saw a rotating arrow (waiting for an action):

Does it refer to a tilt movement/symbol/combo?

Any help please, I really could not get any guide about the tilt symbols either.
